The Safeguarding and Review Service (SARS) consists of a team of Independent Reviewing Officers (IROs) who specialise in looked after children and chair looked after reviews, a team of Child Protection Reviewing Officers (CP Reviewing Officers) who predominantly chair Child Protection (CP) Conferences and a Business Support Team. This year they have achieved LSCB support to incrementally embed a new model of Child Protection Conferences in Brighton & Hove.
The new conference model will be introduced incrementally between now and December 2016 with full implementation by 1st January 2017. Key partners are being engaged via briefings and opportunities for consultation on route.
Authorities with similar conference models report better quality multi-agency plans and greater parental involvement resulting in strengthened safety for children.

The family’s contribution continues to be a vital element of the CP Conference process and the new model builds on this, and two IROs are leading on work to strengthen families’ involvement.

The social worker will share their Strengthening Families Assessment report plus a chronology, genogram and proposed statement of risk. These should be shared with the family, the CP Reviewing Officer and multi-agency invitees in advance of the CP Conference.
Practitioners from wider agencies e.g. Police, Probation, Education & Health should share their report with the family, lead Social Worker and SARS. These reports will make up the reading packs that will be given to all attendees on arrival for the CP Conference. Professionals will be invited to a confidential space to read wider agency reports. Family and professionals should be invited to attend venue at least 30 minutes before the CP Conference starts.Professionals should have read the Social Work report ahead of CP Conference.
Timescale for sharing reports: Reports should be shared at least 3 days ahead of Initial Child Protection Conference (ICPC) and at least 5 days ahead of Review Child Protection Conference (RCPC). Performance on this will be monitored and fed back to the LSCB.
Pre-meet with the family: The CP Reviewing Officer will meet separately with the family immediately before the conference meeting to explain the process and to make sure reports have been shared and explained.
CP Conference meeting
The CP Reviewing Officer will encourage the active involvement of all present. Participants will be assisted to produce plain bullet point statements linked to a risk statement “What are we still worried about”.
The CP Reviewing Officer will ask the Minute-taker to set out agreed statements on a Smartboard. These statements will be read out loud by the CP Reviewing Officer. During this process the CP Reviewing Officer will check for participant’s agreement and understanding with the statements and this will allow changes to be made. To assist preparation and thinking, a notes template ‘Smartboard Risk & Safety Statements’ will be included in each reading pack.
Analysis and planning will feel more dynamic and everyone should expect to feel more involved. CP Conferences will continue to produce plans that are outcome focused with specific, measurable, achievable, realistic, time-bound (SMART) measures.
CP Plans will be recorded on a Strengthening Family Plan and will incorporate:
Threshold for making, continuing or discontinuing a Child Protection Plan
A Safety Scale will be used to place different people’s rating of risk to safety on a scale of 0 – 10, where 10 means no risk and 0 means the child is in danger. The Safety Scale should assist the family’s understanding of safety and risk. It should also enable the multi-agency group to reach a considered decision about thresholds.
Participants will also be asked to give a rating on their satisfaction with the Child Protection Plan.
One Story Recording
Close work is taking place with the Principle Social Worker and Practice Leads to ensure the new conference model and recording systems are effectively aligned and the project timelines fully synchronized.
Feedback and Evaluation
All participants will be given feedback forms on arrival for Conference. These will be collected by the Minute-taker at the end of Conference. A link to online feedback will be circulated with outgoing decisions from Conference.
