In January 2017 the Safeguarding and Review Service (SARS) introduced a new model for Child Protection Conferences, to better complement the relationship-based model of Social Work practice in place in the city. This model uses the principles from the Strengthening Families approach to encourage greater parental involvement and create better quality multi-agency plans for strengthened safety for children.

The CP Reviewing Officer who chairs the conference will encourage the active involvement of all present, including family members and the young person. The new format concentrates on the risk management planning and uses a more visual method with agreed statements displayed on a Smartboard for all to see. These statements will be read out loud by the CP Reviewing Officer who will check that each participants understands and agrees with the statements, and this will allow changes to be made. To assist preparation and thinking, a notes template ‘Smartboard Risk & Safety Statements’ will be included in each reading pack with the professionals reports, and participants will be assisted to produce plain bullet point statements linked to a risk statement “What are we still worried about”.
Analysis and planning should feel more dynamic and everyone should expect to feel more involved. CP Conferences will continue to produce plans that are outcome focused with specific, measurable, achievable, realistic, time-bound (SMART) measures.
CP Plans will be recorded on a Strengthening Family Plan and will incorporate:
A Safety Scale will be used to place different people’s rating of risk to safety on a scale of 0 – 10, where 10 means no risk and 0 means the child is in danger. The Safety Scale should assist the family’s understanding of safety and risk. It should also enable the multi-agency group to reach a considered decision about thresholds.
Participants will also be asked to give a rating on their satisfaction with the Child Protection Plan.
Before the Conference
Practitioners from wider agencies e.g. Police, Probation, Education & Health should share their report with the family, lead Social Worker and the Safeguarding & Review Service at least 3 days ahead of Initial Child Protection Conference (ICPC) and at least 5 days ahead of Review Child Protection Conference (RCPC). The Social Work report will be circulated before the conference, and professionals will be asked to arrive at least 30 minutes before the CP Conference to consider the reading packs of wider agency reports in a confidential space.
Immediately before the conference the CP Reviewing Officer will meet separately with the family to explain the process and to make sure reports have been shared and explained.

These changes have been made to improve the way Child Protection Conferences are held in Brighton & Hove, and to involve the family more fully in the planning process, based on the key principals below.
